There are 22 states that currently offer undocumented immigrants in-state college tuition, while out-of-state U.S. citizens are usually charged more.
The National Conference of State Legislatures reported in 2014 that the Virginia attorney general said that students who are in the U.S. under President Obama's Deferred Action for Childhood Arrivals (DACA) program qualify for in-state tuition.
The state of Maryland also offers in-state tuition to undocumented immigrants.
The conservative website Campus Reform recently asked some students at the University of Maryland and the University of Virginia if they would be willing to sign and tear up mock Social Security cards in a symbolic effort to renounce their citizenship and get in-state tuition rates (video below).
Many of the students were stunned to learn they were paying thousands more in tuition than undocumented immigrants, and happily tore up the mock cards.
