A Texas mother has been charged with child abuse after authorities found a child chained to the ground in the backyard of her home, and another tied to a door with a dog leash.
Porucha Phillips, 34, is charged with injury to a child by omission with serious bodily injury and injury to a child by omission with bodily injury, KENS reports.
There were a total of eight children found at Phillips’ home, of which six are her biological children.
Deputies went to the home after neighbors reported children could be heard crying in the backyard for at least two hours.
It was around 11:45 p.m. when the neighbors alerted authorities.
A 2-year-old boy was found chained to the ground in the backyard and a 3-year-old girl tied to a door with a dog leash, My San Antonio reports. They are not Phillips' children and authorities are currently trying to locate their parents.
"It's sickening," said James Keith, Bexar County Sheriff’s Office Spokesman. "To call this horrific would be an understatement. If it wasn't for our deputies and this caller who tipped us off, we know that this could have had an even worse outcome."
The children were taken to a nearby hospital for treatment. The 3-year-old girl reportedly had a broken arm and was admitted to an intensive care unit.
Phillips’ six children, who were also found at the home, are between the ages of 10 months and 13 years, KENS reports. They were not under adult supervision when deputies arrived.
Phillips, who is currently pregnant, was taken into custody April 29 when she returned home, My San Antonio reports.
All eight children have been placed in the care of Child Protective Services.
