Paul Potter was charged in Kirksville, Missouri with second-degree murder, arson and tampering with a motor vehicle. He is being held on $1 million bond.
Potter is accused of killing a man, dismembering the body and setting fires to conceal the crime.
Police are not releasing the victim's name until relatives have been notified, reports KirksvilleDailyExpress.com.
Police officers responded to a vehicle fire on Sunday and arrived at a public housing development where they saw Potter "throw two objects, later identified as human arms, towards the witnesses," according to the police report.
Potter was taken into custody "and blood evidence was later collected from his hands."
Fires had been set in two apartments, which were covered with blood. A dismembered body was found in one of the apartments.
Police said that Potter had taken "substantial steps to conceal the crime and divert attention away from the crime" by lighting two vehicles on fire.
