Pregnant Prisoners Shackled During Childbirth - Inhumane?

Female inmates who give birth while imprisoned are currently forced to deliver their babies while handcuffed and shackled, a practice civil rights groups and New York governor David Patterson believes is inhumane and medically dangerous.

Despite testimony from correction officers insisting that a non-restraint policy would compromise safety standards, the New York Legislature is currently set to pass a bill demanding that prisoners be unshackled during childbirth.
