Adontis Hoskins, 19, of the 4900 block of West Gladys Avenue, was arrested by Chicago police when they saw him riding a bicycle with a young pit bull being pulled along on a leash with three large padlocks attached to a metal collar on the pup's neck.
Prosecutors alleged at Hoskins' arraignment in a Cook County court that weighting the neck is a reported strategy for strengthening a dog's neck in preparation for dog fighting, the Chicago Tribune reported on June 3.
Hoskins faces a charge of animal-abuse, and a Cook County judge ordered him held on $20,000 bail.
He is scheduled to appear in court again on Wednesday, NBC Chicago reported
The Cook County Jail website showed that Hoskins had not posted bail as of late Sunday.
