A man in Mission, Texas, has been arrested for dragging a dog behind his motorized scooter (video below).
Mario Cardona, 59, was charged with animal cruelty after he was captured on video dragging the dog by its leash, reports KGBT. His bail has been set at $10,000.
The incident occurred on the evening of Feb. 15, and was recorded by Melissa Torrez on her cellphone. In the video, the dog is seen lying on its side, being dragged by the neck.
"I turn around. I see him dragging his dog from the middle of street all the way to second driveway," Torrez explained. "I'm out of my car yelling at him, asking him, 'What are you doing? What's wrong with you?' And he just keeps going telling me to mind my own business, it's his dog he can do whatever he wants."
Torrez said the man dragged the German shepherd behind him for about two blocks, according to Lt. Jody Tittle of the Mission Police Department, which reportedly received hundreds of calls from concerned residents.
Tittle said animal cruelty is considered a crime "if the person intentionally, knowingly, or recklessly, transports an animal in a cruel manner. A cruel manner includes a manner that causes or permits unjustified or unwarranted pain or suffering."
G2, the female German shepherd remains in Animal Control's custody and is healthy and doing well.
According to the Texas SPCA, the following actions define cruel punishment:
- Torturing an animal
- Failing to provide food, care or shelter
- Abandoning an animal
- Transporting or confining an animal in a cruel manner
- Killing, seriously injuring or poisoning an animal
- Causing an animal to fight with another
- Using a live animal as a lure in a dog race
- Tripping a horse
- Injuring an animal belonging to another person
- Seriously overworking an animal
