The Department of Public Welfare states that two employees at Just 4 Kids Day Care and Learning center punished a boy by holding him upside-down after he bit people. They also made him walk around in his underwear after he had an accident in his pants.
The boy also had his hands and feet duct taped when he wouldn't stay still.
Doreen Tomasetti, 42, was the owner of the day care. She cared for 12 children ranging in age from 3 to 9 years old.
The neighbors around the day care knew that abuse was happening there and often heard rumors about the incidents.
It was finally reported, and investigators shut it down last week after they conducted an investigation into suspected incompetence, negligence and misconduct.
Though many were unsurprised at its shutting down, some parents were shocked to hear of the abuse happening at the center.
"I just couldn't believe it. Every time I dropped kids off there, the people who come out there are always really nice and take the kids right in. Just totally shoved," neighbor Jerry Iediank said.
One woman would not speak to a local news station about the day care because she said she was afraid of the owner. She said she did hear about the abuse and said she would never have sent her child to the day care.
Another woman joined her in being fearful of appearing on camera.
A spokesperson with the Department of Public Welfare said that the owner is appealing the decision to close the day care.
Tomasseti also owns an extermination business called Allstate Termite and Pest Control.
