Man Kills Three People For Not Speaking English

A Milwaukee, Wisconsin, man was arrested after he shot and killed three neighbors because they didn't speak English.

Dan Popp reportedly targeted three of his neighbors methodically in the killing, which occurred after he invited 40-year-old Jesus Manso-Perez and his 18-year-old son to join him in his apartment for a beer.

When the father and son declined Popp's offer, he asked them where they were from.

"Oh, that's why you don't speak English," Popp responded upon learning they were from Puerto Rico, according to Manso-Perez's son.

The father and son were headed back to their apartment while doing laundry when Popp, who was standing over them on a landing, aimed a rifle at them.

"You guys got to go," he told them. Manso-Perez was fatally shot in the head. His son was injured in the shooting.

Popp then set his sights on Phia and Mai Vue, who lived in another area of the apartment complex with their four children. After killing Manso-Perez, he knocked down the door of their apartment and killed 36-year-old Vue and his wife.

When police arrived, Vue's son was crying hysterically. He pointed at his apartment, yelling, "He shot my father, he's in the bathroom."

Officers then approached the building, and ultimately confronted Popp as he left the front door of the apartment building. They yelled at him to drop his weapon.

"I'm just going to go to the cop car by the curb," Popp told the officers. There was no squad car in sight in that moment. Popp then dropped the weapon and got on the ground.

Popp was charged with three counts of first-degree intentional homicide in the three murders. He was also charged with attempted first-degree intentional homicide in the injuring of Manso-Perez's son.
