Mikhail Elinsky, 42, had recently been released from a psychiatric institution where he had been placed after he killed a woman six years earlier, Metro reports. In addition to killing the young girl, Natalia, he reportedly stabbed his niece, Tatiana, who is the toddler's mother. Both attacks happened in Astrakhan, Russia.
"We were about to go out, and my daughter was sitting on her tricycle," recalled Tatiana. "He pulled her off, grabbed her and took her to the kitchen. He closed the door and began to cut her."
"I tried to stop him and ran into the kitchen, but he stabbed me in the stomach with his knife," she added.
Tatiana suffered serious injuries to her abdomen during the incident.
Mikhail is reported to have run through the street holding the little girl's severed head. According to police, they caught him after a half hour, shot him, and he later died in a hospital from gunshot wounds.
Mikhail, who had been diagnosed with paranoid schizophrenia, stabbed a female shop assistant to death six years earlier.
"Nobody warned us about this man," said a local police source. "Nobody sent us any information."
"It happens in our country," the source added. "There were no reports to us he was about to be released."
Tatiana is reported to have asked authorities not to release Mikhail from the high-security psychiatric institution, fearing that he was still dangerous, according to the Daily Mirror.
Mikhail's mother, Valentina Elinskaya, said Mikhail had previously complained about the little girl and her 4-year-old brother making noise in the house.
"His mood changed two days ago and that was it," she said. "He was walking around and thinking about something."
"The little girl was his niece, and his mother had begged not to let him out of the mental clinic," said witness Anastasiya Miloserdova. "And look how it ended -- he ran around the area with the cut off head of the little one."
Tatiana's husband, Igor, who is the father of Natalia, was too overcome with grief to comment on what had happened.
"It is such a horror," said Viktoria Mikhaylova, co-worker of Tatiana. "I worked with this woman. Her daughter was slightly younger than my son. It was done by her uncle, he got drunk and did this."
"She had been so happy when her daughter was born. She also has a son," Mikhaylova added. "Rest in peace, little girl."
