Foster Parents Of Murdered Child Alexandria Hill Had Criminal History

Earlier this month we told you about the tragic death of Texas toddler Alexandria Hill.

Hill, 2, was allegedly murdered by her foster care mother, Sherrill Small. Small’s arrest affidavit said that she “became frustrated with Alexandria, picked her up, and in a downward motion with a lot of force came down toward the ground with her. She did this twice and on the third time she lost her grip and the victim was thrown to the ground head first.”

Alexandria was taken from her biological parents and placed in foster care because they smoked marijuana. After his daughter’s death, biological father Joshua Hill said that Alexandria was never exposed to marijuana, and that he and his wife only smoked after their daughter was in bed.

“We never hurt our daughter,” Hill said. “She was never sick, she was never in the hospital and she never had any issues until she went into state care.”

Today, Texas news station KBTX reported some maddening news on Alexandria Hill’s foster parents.

Not only was Hill taken from her parents because they smoked marijuana, but the foster parents she was given to had a criminal history of their own. Foster father Clemon Small was arrested in 1988 for delivering marijuana. He was also arrested in 1999, 2000, and 2001 for driving with a suspended license.

The Texas Department of Family and Protective Services State said Small was an eligible foster parents because all four of his criminal convictions occurred over 10 years ago.

Texas Mentor, a state child-placing agency, told KBTX that “Sherill Small and her husband met the requirements to foster children, including background checks in accordance with state regulation.”

The Small family posted a handwritten message recently that says “we the family and friends suffer at the tragic loss of Alexandria and the incarceration of our loved one. It’s sad such a tragic accident can be turned around to make a good person seem like a monster.”
