A couple in Centerville, Pennsylvania, has been charged in connection with the tattooing of a 12-year-old girl.
Randall Charlton III, 33, who was convicted of sexual battery in Ohio in 2000, was charged with aggravated assault and endangering the welfare of a minor, the Titusville Herald reports.
According to court papers, the tattooing incident happened on May 14 at a mobile home where the 12-year-old girl spent the night with a friend. Both children were under the supervision of Charlton and his 30-year-old girlfriend Melissa Becker.
Charlton was tattooing Becker when the 12-year-old girl asked Becker "if she could get a tattoo and that her mother advised that it would be okay for her to get a small one," notes the police report.
Charlton allegedly confessed to authorities that he tattooed the 12-year-old girl's left forearm with a "smiley face" and the word "bitch."
However, the children claim that Charlton controlled the tattoo gun's power supply while Becker tattooed the girl.
Prosecutors say that Charlton and Becker did not contact the girl’s mother to get permission, which is against the law in Pennsylvania, reports the Associated Press.
Becker was charged with endangering the welfare of a child, corruption of minors, simple assault and tattooing and piercing a minor.
