Video: Junrey Balawing, World's Shortest Man

The Guinness World Records people certified a teenager from the Philipines as the world's shortest man on Sunday as he reached his 18th birthday.

Junrey Balawing measured in at just 23.6 inches, beating the previous record by nearly three inches.

According to a CNN report, his parents told Guinness that he hasn't grown since he was a one-year-old. They didn't notice anything wrong until he was four.

The family is too poor to find out exactly what medical condition prevented him from growing taller.

"He needs my care every minute of every day. Junrey can only walk with some help and he can't stand for too long because he's in too much pain," his mother, Concepcion, said.

Junrey does seem to have a sense of humor about things. When a Guinness editor asked him if he had a girlfriend, he said he didn't, adding, "You fool!" Don't even ask!"
