A Utah man filmed Salt Lake City police using a Taser three times on a homeless man before he was taken into custody Tuesday morning.
Steven Carsello, 39, was “out of control,” police said. He allegedly got into a fight with a man as he left the post office and it escalated to a chase with police.
“(Carsello) removed an antenna from a parked vehicle and began chasing the male with the antenna,” said Salt Lake City police detective Cody Lougy. “The guy who owned the vehicle took exception to having the antenna ripped off, so he actually went to confront Mr. Carsello, at which point Mr. Carsello started attacking that individual.”
Ricky Heaps, who filmed the incident on his cell phone, stepped in to help the man but soon found the attacker’s rage aimed at him. Heaps says Carsello tried to steal his car and warned that he had a knife in his back pocket.

“He’s hitting the door, telling me he’s going to kill me, he’s going to get my car–that’s when I knew this was getting really serious,” Heaps said. “This wasn’t just some crazy guy having a moment, somebody was about to get hurt.”
“At this point Steven broke a bottle and threatened that second victim,” Detective Cody Lougy of the Salt Lake City Police Department said.
Police Taser Carsello and he falls to the ground. He gets up to run and two officers Taser him again. He falls to the ground, stands up and runs away.
He hops on the back of a pick up truck and lifts up a ladder as if to defend himself. Police tell him to drop the ladder.

“You’re scaring me. Why are you doing this?” Carsello pleads. “My god no … no more.”
He's finally taken into custody by five police officers.
“For moment I thought he was going to get shot, by the way he kept reaching for whatever he was reaching for, the last thing I thought they would do is Tase him, I thought they were going to shoot him,” Heaps told Fox 13 Now.
