A man was recently arrested in Ohio and charged with animal cruelty after reportedly leaving his German shepherd chained to a tree for years.

Jeremy Shane Temple was initially fined just $25, but he faces more charges and is due back in court later this month.

Temple reportedly kept his dog chained to a tree for four years, according to police. WCPO reports that authorities said the dog was starved, infected and physically abused.

Neighbors reportedly suspected that Temple was abusing the dog, but he told them that the dog had a medical condition that made him appear emaciated, according to The Inquisitr.

“They told us that it was a disease that he had,” said Ron Allman, Temple’s next-door neighbor.

According to a police report, when the arresting officer asked Temple about the dog's condition, his answer was, "the dog is not a human.”

Meg Melampy, a volunteer at the Progressive Animal Welfare Society (PAWS), said fleas were eating the dog alive.

"When I gave him a bath, the blood just ran off of him,” Melampy said.

Besides the initial fine, Temple faces charges of cruelty to a companion animal, having an unlicensed dog, and improper chaining or tethering. The maximum penalty for the cruelty charge, a misdemeanor, is said to be six months in jail and a $1,000 fine, according to the New York Daily News.

Temple is due back in court on Oct. 14.

It’s expected that the dog will make a full recovery.
