Leaked Memo: Trump To Ban Entries From Muslim Countries

President Donald Trump was to reportedly sign an executive order on Jan. 26 to temporarily ban people from certain Muslim-majority countries from entering the U.S., just as he promised during his campaign.

Refugee advocacy groups said on Jan. 25 they had procured a copy of the executive order draft, titled "Protecting the Nation from Terrorist Attacks by Foreign Nationals," which they shared with The Hill and other media outlets.

According to The Hill, the order suspends anyone from countries including Iraq, Syria, Iran, Sudan, Libya, Somalia and Yemen from entering the U.S., effective 30 days after it is signed. The draft also directs the secretary of state or secretary of homeland security and the director of national intelligence to review identity-verifying processes and risk determinations used to vet anyone looking to enter the U.S. from each country in question.

The White House would require information on identity verification processes from foreign governments within 60 days of the order. The citizens of any country that does not comply would not be allowed entry into the U.S., although the secretaries of state and homeland security would be permitted to make case-by-case exceptions.

No refugees from Syria would be admitted into the U.S. until Trump approves the admission program, while religious minorities facing persecution would be prioritized and admitted over other applications.

The order also directs the secretary of state to move forward with plans to create "safe zones" for refugees in Syria, and it cuts the total number of refugees admitted into the U.S. by more than half, from 110,000 to 50,000 in 2017.

Trump campaigned heavily on promises to keep Syrians and others from some Middle Eastern countries from entering the U.S., saying in a December 2015 statement that a significant percentage of Muslims have "great hatred towards America" and "have no sense of respect for human life," according to The Washington Post.

As such, Trump famously called for "a total and complete shutdown of Muslims entering the United States until our country's representatives can figure out what the hell is going on."
