NYPD Officer Placed On Desk Duty For Stomping On Man's Head While He Was Being Restrained (Video)

Newly released video shows an NYPD officer stomping on a man’s head as he is being restrained, and now, that officer has been placed on desk duty.

Officer Joel Edouard turned in his badge and gun as part of his desk duty punishment after cell phone video footage showed him stomping on a man’s head. Reports say that Edouard and another officer attempted to arrest 32-year-old Jahmil-El Cuffee after witnessing him rolling a joint on the street. As the video clearly shows, Officer Edouard at one point pulls his gun out and points it at Cuffee as he was on the ground with the two officers on top of him.

Edouard gets off the man as more officers arrive, and after picking up a piece of evidence on the ground, he paces around the scene. While officers are still struggling to arrest Cuffee, Edoaurd proceeds to walk over and stomp on his head, sparking outrage from onlookers.

“He abruptly stomped on top of the gentleman’s head,” said Gary Dormer, who captured the video on his cell phone. “He lifted his foot with excessive force and came down like he was stepping on an ant or a roach or something at the time. It could’ve been any one of us. He wasn’t doing anything wrong and the officer just stepped on his head.”

Cuffee was brought to the hospital to be treated for neck and head injuries, and he has since been charged with disorderly conduct, resisting arrest and possession of marijuana.
