A man from Memphis, Tennessee, is accused of raping a 14-year-old girl inside a vacant house.

Reginald Brown, 24, lured the teen girl into a vacant home by texting her to meet him behind a nearby building, according to WHBQ.

The girl's mother found the string of text messages and showed them to police. The girl has allegedly said Brown had sex with her in the vacant building.

Brown has since been arrested and charged with two counts of statutory rape, according to WREG.

"I heard about that, but I don't know the full story about that," said Darnae Wilkins, a neighbor.

Wilkins lives near the cluster of vacant homes, which she and many other neighbors say leads to crimes in their community.

"This house is boarded, and it's like the rest of them are boarded except for the house on the very end," she said pointing to the buildings.

Memphis Mayor Jim Strickland campaigned on a promise to tackle the blight problem. But so far there has been a lot of red tape when it comes to getting anything done, reports WREG.

Meanwhile, locals are tired of waiting.

"Years!  It's been years," said Kailyn Williams.

Many in the neighborhood fear another incident like this one could occur if the blight is not taken care of.
