Man Had 31 Unpaid Parking Tickets; Constables Try Serving Him a Warrant, End up Shooting Him

Two Pennsylvania state constables’ attempts at serving a man a warrant because he had accumulated 31 unpaid parking tickets culminated in the officers firing shots at the unarmed man.

The Express-Times reports that on Thursday morning, Kevin McCullers, 38, was sitting in his car in the garage of his residence in a suburb of Allentown.

At around 7:30 a.m., the two constables approached McCullers’ car.

McCullers’ girlfriend, Hafeezah Muhammad, has said that he was headed to Dunkin’ Donuts at the time.

The two law enforcement officials positioned themselves on either side of McCullers’ car, who obeyed one of the constable’s orders to turn off his car.

After a short conversation, Lehigh County District Attorney James Martin said that one of the constables opened the driver’s side car door.

In response, McCullers restarted the car and began backing out of the garage – with the car door ajar.

At that point, said Martin, the two constables drew their guns and began firing. One shot the 38-year-old driver in the back; the other shot out the vehicle’s front left tire.

McCullers was unarmed in the encounter.

One of the constables told Martin that they had shot at the unarmed man because they felt threatened while standing in his garage as he fled.

Muhammad noted that the constables could have taken a much more peaceable route by walking up to the door of their residence and serving them the warrant.

“They never knocked on the door! No nothing,” she said. “I just heard the gunshots! He pulled the car out of the garage and all I heard were gunshots.”

Muhammad also indicated that in the aftermath of the encounter, McCullers may never walk again.
