Despite being called “the most prolific sex offender” by the Syracuse Police Department, level three sex offender Mark C. Carrigan managed to get a job at the Syracuse Department of Public Works simply by lying on his application.
Through a Freedom of Information Act request, CNY Central obtained Carrigan’s 2009 application for employment with the City of Syracuse. Twice on the application it asked if Carrigan, 46, was ever convicted of a felony or a misdemeanor crime and both times he checked “no.”
Carrigan was arrested over 40 times and charged with 16 felonies and 22 misdemeanors since 1986.

Carrigan was arrested Tuesday for violating his probation. He allegedly sexually abused a 14-year-old boy police say he began picking up from a bus stop. He met the teen in September 2012, CNY Central reported.
A school employee recognized Carrigan when he drove the boy to school and called police.
Carrigan is charged with a criminal sexual act, failing to register an Internet Identifier for sex offenders, and forcible touching.
Police believe there may be other unreported victims.

Many in the community are concerned not only about hiring practices but also about how little time a sex offender like Carrigan has served.
Of 16 felony charges, he’s only been convicted of three. Authorities say he has victimized young males since 1988. He was convicted in 2004 for credit card fraud, but only served two of a four-year sentence.
He served one year in jail for sodomy in the first degree and endangering the welfare of a minor, a boy under the age of eleven. He received five years probation.
