| by Sarah Fruchtnicht

A 58-year-old Florida man was charged with arson after he set his Tampa apartment building on fire because management banned him from masturbating in front of his open windows and front door.

Kenneth Haskins, who suffered a disfigurement after shooting himself in the face with a shotgun, told authorities he thought the management of the Mar Plaza Apartments treated him unfairly and wanted to get back at them.
