After engaging in extremely vulgar behavior in a public library, Wisconsin man Tyree S. Carter has been forbidden from “all the libraries on the face of the earth.”

Carter was in court on Thursday facing charges of lewd and lascivious behavior and disorderly conduct after he was reportedly caught openly masturbating in the Racine Public Library.

According to the criminal complaint, Carter was on the second floor of the library and was “standing in the open, not trying to conceal the act.”

An officer was dispatched to the library around 10:30 a.m. after an employee reported the behavior, reports The Journal Times. When the officer arrived on the scene, he found Carter sitting and calmly reading a book. The officer asked Carter if he knew why someone had called the police. After Carter initially said he had no clue why police were at the library, it was explained to him. Carter then apologized for the heinous display and claimed that it was the first time he had done it in public.

Carter had been staying at the Homeless Assistance Leadership Organization of Racine, but on Wednesday he stayed at the Racine County Jail. On Thursday, his $1,000 bond was paid and he was released. One of the conditions of Carter’s bond is that he has to “stay out of all the libraries on the face of the earth.” If convicted, he could face up to $11,000 in fines and a year of imprisonment.
