Melania’s tweet came after she at the State Department's presentation of the annual International Women of Courage Award on March 29. The State Department's website summarized the event and her role in it:
First Lady Melania Trump and Under Secretary of State for Political Affairs Thomas A. Shannon presented the 2017 Secretary of State’s International Women of Courage (IWOC) Award to a group of extraordinary women from around the world on March 29 at the State Department. The Secretary of State’s International Women of Courage Award annually recognizes women around the globe who have demonstrated exceptional courage and leadership in advocating for peace, justice, human rights, gender equality, and women’s empowerment, often at great personal risk. Since the inception of this award in 2007, the State Department has honored over 100 women from more than 60 different countries.
"These honorees, who have fought on the front lines against injustice, are true heroes,” said the first lady in her speech at the event, reports The Christian Science Monitor, citing The Associated Press. "Ask yourself if you would have the fortitude of spirit, the courage of your convictions and the enormous inner strength required to stand up and fight against such overwhelming odds. Amazingly, each of our honorees has courageously answered 'Yes' to those questions."
According to The Christian Science Monitor, more than 100 women from over 60 countries have been honored with the award since 2007, and 13 more were added for 2017.

O'Donnell, who has long been a nemesis of Donald, also found herself at odds with Melania on a previous occasion, when she re-posted a YouTube video that speculated Barron might be autistic.
She later tweeted an apology to Melania, noting that it was insensitive of her and she was "truly sorry," observed TMZ at the time. According to the Hollywood Reporter, neither Donald nor Melania have responded to the tweets.
