Newt Gingrich isn’t one to shy away from criticizing President Barack Obama. During the 2012 presidential election, he was happy to air his grievances against the president, but he recently paid Obama a somewhat backhanded compliment — slamming preidential hopeful Hillary Clinton in the process.

In an interview with The New York Times, the former House speaker said having Clinton in the Oval Office would be a downgrade.

“I think in the end, while Obama is a radical, and I obviously think he is very dangerous on foreign policy because he is so incompetent, he is not venal and he doesn’t corrupt the entire system,” Gingrich said. “Having the Clintons back in the White House would be like having a very bad mayor running a very corrupt city.”

Gingrich, who will turn 72 next month, won’t seek the presidency in 2016. He called the field of Republican presidential candidates “first-rate.” Specifically, he called former Florida Gov. Jeb Bush a “great innovator” and said Sen. Marco Rubio of Florida was one of the smartest politicians he’d met.

He also praised the debate skills of Sen. Ted Cruz of Texas. “I’m not a very good debater,” Gingrich said. “Ted would beat me in a standard debate easily.”
