“The secondary fence is designed to slow, to impede the pedestrian traffic," Ken Hamill, a border agent, said.

The incident, which is usually performed by throwing a hard mat over the 20-foot fence, is not unusual, according to Border Patrol. During the 2012 fiscal year, authorities helped rescue 21 people caught on the border fence. One report even included a Jeep Cherokee caught in wire after scaling the wall via a make-shift ramp.

Congress is currently considering an immigration reform bill presented by the “Gang of 8” called the Border Security, Economic Opportunity and Immigration Modernization Act of 2013. Within its 844 pages, the bill includes solutions to border enforcement, paths to citizenship for 11 million illegal immigrants, and even details on Canadian tourism.

The bill, which pours billions of dollars into border security, is causing a ruckus considering immigration from Mexico into the U.S. has declined since 2001 from roughly 600,000 to 140,000 in 2010. In fact, the New York Times reported that the Obama administration has deported as many illegal immigrants in one term as Bush’s administration did in two, and nearly the same amount of deportations as those which occurred between 1892 and 1997.

The proposal calls for $1.5 billion alone to expand the border fence by 651 miles.
