After traveling to Russia to meet with parliament members and security officials regarding the Boston Marathon bombings, the head of a six-member U.S. congressional delegation said there was “nothing specific” the two countries could have done to stop the attacks.

“Yes, it could have been averted," said Rep. Dana Rohrabacher. "Not just by one mistake by the United States or one mistake made over here in Russia, but instead by making sure that both countries were working together on a much higher level."

Rohrabacher said the United States and Russia must cooperate  to keep their citizens safe.

“Radical Islam is at our throat in the United States and is at the throat of the Russian people,” he said.

In a strange twist, some of the meetings between officials from the two countries were arranged by none other than American actor Steven Seagal, Newser reported.

Seagal is well connected in Russia. He met with Russian President Vladimir Putin in March, and last week he visited Chechnya ruler Ramzan Kadyrov.

The action star also escorted the congressmen on a trip Saturday to the site of a terrorist attack in the Caucasus town of Beslan. He tried to take the delegation to visit Chechnya, but the trip was called off because U.S. House rules prohibited the congressmen from flying on his private plane.

Seagal was able to arrange a meeting for the congressmen at the FSB (the modern-day KGB), a move that helped the delegation avoid the experience of past foreign trips when all of the meetings had been arranged by the U.S. Embassy.

“You know what we got? We got the State Department controlling all the information that we heard,” Rohrabacher said. “You think that's good for democracy? No way!”
