Rick Perry: Abstinence-Only Sex Education "Works," Can't Explain Why

Presidential candidate and Texas Gov. Rick Perry is a big believer in abstinence education, but he can't seem to explain why. In a televised forum with The Texas Tribune in October 2010, Perry said abstinence education "works." But when challenged with the fact that Texas has the third highest teen pregnancy rate, Perry struggled for an answer.
