Obama Bans More than 100,000 American-Made Rifles

According to The Korea Times, the Obama administration has blocked efforts by the South Korean government to sell over a  hundred thousand surplus M1 Garand and Carbine rifles into the United States market. These self-loading were rifles introduced in 1926 and 1941.

As rifles, they are especially well-suited to community defense in an emergency, as in the cases of community defense following Hurricane Katrina in 2005 and Hurricane Andrew in 1992. Along with AR-15 type rifles, the M1 rifles are the quintessential firearms of responsible citizenship, precisely the type of firearms which civic responsibility organizations such as the Appleseed Project teach people how to use.  

According to a South Korean official, “The U.S. insisted that imports of the aging rifles could cause problems such as firearm accidents. It was also worried the weapons could be smuggled to terrorists, gangs or other people with bad intentions.”

Regarding the second objection, any firearm lawfully imported into the United States would eventually be sold by a Federal Firearm Licensee who, pursuant to the background check system imposed by Congress (and endorsed by the NRA) would have to contact federal or state law enforcement to verify that the gun buyer is not prohibited from possessing firearms.

Accordingly, the risk that the South Korean surplus guns might fall into the hands of gangsters or other bad people is exactly the same as with the sale of any other retail firearm in the United States. Notably, neither the M1 Garand nor the M1 carbine are concealable, and the M1 Garand is long, heavy, and bulky. Accordingly, the criminal utility of such guns is relatively low.

The second Obama administration objection is accidents. But in fact, increasing gun density in the United States has been associated with steeply declining rates of gun accidents. In 1948 there were .36 guns per person. (That is, about one gun for every three Americans.) By 2004, there was nearly one gun for every American. In 1948, there were 1.6 fatal gun accidents per 100,000 persons. By 2004, the rate had fallen by 86%, so that there were .22 fatal accidents per 100,000 persons. Legally, it is indisputable that the guns are importable. Being over 50 years old, the rifles are automatically “Curios and Relics” according to federal law. 27 CFR section 478.11. Accordingly, they are by statutory definition importable. 18 USC section 925 (e)(1). Notwithstanding the law, the Obama administration has the ability to pressure the South Korean government to block the sale of the guns.

President Obama was elected on the promise that he supported individual Second Amendment rights. His administration’s thwarting of the import of these American-made rifles is not consistent with that promise.

another example of our socialist in chief who wants to destroy our society...i still haven't seen his proof of citizenship....if you ask about it, you are called a racist...I, personally think it is perfectly acceptable for anyone to be president, as long as they meet the requirements...the way our government is set up, if the electorate doesn't like the way its running, there is the elections every two years. it was set up that way to keep the people in charge of their elected officials....It is not only the gun ban, its everything else, from the czars who have no congressional oversight, to spending the country into a third world position, besides the M-1 Garand has the same round as many hunting rifles that are also semi-automatic and it is no more dangerous than the person handling it, its also way too big to conceal, nearly 4 ft long, and the M-1 carbine is a very small round...it is just another ploy for the socialist and communists to erode the constitution....they have already, and we need constitutionist to be elected for this country to reach its full potential

Another point in regards to guns ...Obama and Hillary are on the march for the US to be part of the UN "Small Arms Treaty". Meaning that the liberals are at it again and not wanting any of us to have our 2nd Amendment Rights! That is right! Guess what? The Senate and Congress are not in support numbers no more to protect that right! No firearms people! Only the bad guys! Go to and support the NAGR! National Association of Gun Rights. The NRA has asked to be exempt from this global power move and non-complient! Thats fine but it does nothing to show these Senators that Firearm Owners in this country will not be willing to go with Europe or anyone else! That is a mixed signal for Obama and Hilary! They actually believe that post 9/11 has changed us somehow and that there are more Americans willing to let, "Big Brother" think and chose for us! Everyone needs to contact their Senator and tongue lash them into understanding and that this will be a Civil Issue if we go asleep and let them pass this fast action going on by Obama and Administration! Your first part is the most coherent, which does not say much!

If these arms were given to South Korea by the US then they should be either used (unlikely considering their age) or returned, and not sold for a profit.

As to your second bit... You are referring to the "Arms Trade Treaty"? Looking at the proposed treaty I don't see where it violates the 2nd amendment. The only abridgments I see are ones that are in line with reasonable gun control. It is still in its early stages... and I would have to see how evolves to really say "Yes / No".

It is my understanding that it stated, "Small Arms Treaty!" In Europe they don't even have privately owned hunting rifles/ guns to the private sector without special permits involving, "Atiquities/Relics" by the goverment. Nobody can hunt anymore with even shotguns. Have distant relatives there. This is a new UN proposal and everyone needs to be aware of the new "One World Order" talk that is going on! Barak is in agreement/support and so is Hilary! First President in History to be not in favor of our Gun Ownership! First time in history that we don't have the numbers in House and Senate who are Pro-Gun Ownership! All Obama Cabinet Underwriters, referred to by both and all as the Czars! They do exist and I have personally know politicians who have told me as well! Wanting to make it even harder and more red tape to own a firearm...if not completely illegalize them(semiauto especially)! Obama bans M1 rifles.

The U.S. goverment has sold millions of these rifles to U.S. citizens over the last few decades through the Civilian Marksmanship Program (CMP). The CMP inspects, grades, and sometimes repairs the used guns they sell. Firearms in poor condition may be dismantled by the CMP to use as spare parts, or sold to the public as non-working firearms.

The CMP sells to members of gun clubs or groups to be used for marksmanship practice and for competitions. The typical buyer is an experienced gun owner. Less experienced owners have opportunities through their group or club to learn how to use their weapon properly.

Old military weapons are not well suited for use by criminals because they tend to be big, heavy, and expensive relative to other alternatives. Thus they are rarely if ever used to commit crimes.

Korea should return these weapons to the U.S. as other nations have done, and the U.S. should continue the longstanding policy to sell these guns through the CMP.

i supplied my family with around 600 pounds of meat last dear season (maybe more, im terrible at estimating deer weight) all for the cost of 4 bullets and gas. cripes, we still aint finished it all. it's a hobby, it's a sport, and it's grocery shopping.

Many hunters donate regularly to homeless shelters their extra kills. Here where I live, there's a club hunt dedicated to feeding hungry people.

As Don said you do need to get it inspected.

There are many organizations around the country that will inspect, butcher, package and distribute the meat for you.

In my local area we've got Hunters for the Hungry. So give it a look around before you let the bureaucracy get to you. The're ways to win their little games.

Can't do it

You can consume your own game, but it has to be inspected, passed, and USDA certified to distribute it to the public.

I looked into something along those lines a few years ago when a huge buck showed up on my property with a broken leg. I made a ton of calls trying to find someone to either provide veterinary care or put the poor beastie out of its misery and hopefully find some way to keep the meat from going to waste. It was more than a little frustrating and nothing came from my efforts. It was a beautiful blacktail, with a rack that could have made the cover of Field & Stream. Venison is a little too gamy for my own personal taste, although there's no shortage of folks who would call me sacreligeous for saying so. It seemed like a terrible shame for all that meat to go to waste when there are needy people who could have used it and many who would have considered it a treat. Very sad.

In any case, unless you have enough to justify the expense of having it inspected in compliance with myrad requirements, it can't be sold or donated for human consumption.

The tough part is to a certain extent I can understand the reasons behind some of this stuff. As far as I know, deer can catch any disease common to cattle. If a hunter is confident the meat is okay, his is the only neck on the line if it turns out otherwise. If for some reason the meat was unsafe, there'd be hell to pay if it made a lot of innocent people sick or dead. Wild rabbits, for example, can carry a disease (I forget the name of it off the top of my head) that is fantastically dangerous to people.

It seems to me big government gets carried away in places, making rules that get preposterously hidebound, but somewhere at the bottom of all the nonsense this stuff usually starts out with good intentions. Kind of a tough call to make.

and it's healthy, you exercise, you have to think, plan, move, haul, run, track, stay still, step lively and lightly and generally work for it. the payoff is great, the act is fun, and what's more, it gives you an excuse not to shower for a day or two. rifles are beautiful works of machinery and art, utilitarian, accurate, and durable, a mark of pride for the son or grandson who gets one passed down to him. i plan to give around half my kill to the homeless this year, maybe more. but people like nugent sicken me, all they see is the killing, the animal, not the act as a whole, only one part.

Why would they take the positions about gangs and accidents, etc. which are always easily debunked by a third grader with an Internet connection instead of saying that it is illegal due to the conditions under which they were sold? Doesn't make sense to me.

Why they can't be sold....

If this is the real reason (which sounds very plausible), then it really doesn't make much difference, it would be the first time Mr. Obama abided by the law. On the other hand, if this wasn't the case, Let them keep them. It's not like they don't get enough of our money anyways. Let'em twist in the wind. Find someone else to scam.

I think the corporation part is correct, though I don't think it's all that well organized. Politicians cater to the businesses, but I still can't fathom the agenda folks say is there. It's more back-scratching than seated politicians going out of their way to screw us over. I could be wrong, but I'd rather not be.

I'm not a filthy rich executive, but I assume that if I was I'd be content with financial power, a comfortable home, and my yacht. I wouldn't want to control people as well. Maybe I don't have the heart or lack thereof for it!

Rich executives are much more inclined to donate and contribute to the political agenda because a one percent tax increase would cost them thousands of dollars.

Right, it's Not a Conspiracy...

...though they're not exactly public about it more than stating what monetary contributions and support they've given. It's really bribery, though we call it other names that don't carry such "evil" weight.

For example we have the Brady Campaign bribing politicians and fear-mongering the masses in hopes of achieving success and you have the NRA on the other end of the spectrum, donating money to Pro-Gun Republicans who might not necessarily hold all of the same views as the majority of the people in the US.

Being Pro-Gun, Pro-Constitution, Anti-Religion, Pro-Abortion, and being somewhere in the middle with regards to Taxation puts me in a very narrow category. I hate how divided the two party system is and I often get accused of being both a Conservative and a Liberal when in fact I can't really be called either.

I hate to get so far off-point.

I don't think Obama or the Brady Campaign are trying to disarm Americans with ulterior motives in mind. I do think their logic is flawed, but I am sure that to them their agenda seems sound and that they feel they are protecting lives.

Saying they want to disarm as many people as possible is one thing. Saying they are doing it in order to create a dictatorship is still a far-fetched notion, even if it's not impossible.

The thing is both of those two organizations are doing what they believe will best protect the American people. The NRA is a bully and your only complaint is that they may get taken by some fake pro-gun politicians. Both orgs donate to their supporting pols and you call it bribing when the pro-control groups do it? I can see how you get called a conservative on occasion.

In a saner time I'd be called a moderate like you, but to your left, but by today's standard set by how far the right has moved to the right, I'm a liberal and have never been accused of being a conservative.

But then again, I don't know many(none that I see regularly) liberals that can articulate a coherent, informed, liberal stance in my area. Which is strange because I live in the allegedly blue area of Miami (according to the color maps... Though my rep is still a republican, weird)

The President swore an oath to defend and protect the US Constitution AND the laws made pursuant to it. Therefore, he has violated both his oath of office and the law by NOT enforcing a law. That is grounds for impeachment. If he himself is even a valid occupier of the White House...

M1s are getting hard to find at any kind of reasonable price and are the main rifle approved by the NRA for high power rifle competitions.

That's real dumb BO is opposing the import of these rifles. It's not like anyone could get hold of one that couldn't get any other long gun. He is definitely a one term president.

When "shall issue" concealed carry is adopted (we're up to essentially 40 states) "rampage murders" practically disappear and the few that do occur are almost always limited to "gun free" zones.

While correlation does not automatically prove causation, when you find evidence of correlation at every turn and control carefully for other variables then is does in fact indicate a cause has been found.

None of the US Department of Justice, CDC, nor the National Academy of Science has been able to identify any (ANY!) gun control law which can be shown to reduce any (ANY!) of murder, violent crime , suicides nor accidents.
