The clock is ticking towards a November 23 deadline for the so-called congressional "super-committee" to come to an agreement on $1.2 trillion in deficit reduction. If not, automatic spending cuts would take effect in 2013. As is the habit with Congress, there has been little progress, so it is likely to come right down to the deadline.
