Concealed Gun Holders Kill 7 Cops, 44 Citizens in Two Years
Washington, DC -- Concealed handgun permit holders killed at least seven police officers and 44 private citizens in 31 incidents during the period May 2007 through April 2009 according to a new study (http://www.vpc.org/studies/ccw2009.pdf) released today by the Violence Policy Center (VPC).
The release of the study comes as the U.S. Senate is expected to take up today--Monday, July 20--an amendment to the defense authorization bill (S. 1390) that would create a de facto national concealed carry system, overriding the rights of states with more restrictive laws governing the carrying of concealed handguns. The amendment is sponsored by Senator John Thune (R-SD). Senator Charles Schumer (D-NY) has said he will filibuster the amendment.
Because most state systems allowing the carrying of concealed handguns in public by private citizens release little data about crimes committed by permit holders, the VPC reviewed shooting incidents as reported by news outlets. It is likely that the actual number of fatal criminal incidents involving concealed handgun permit holders is far higher.
The study, Law Enforcement and Private Citizens Killed by Concealed Handgun Permit Holders--An Analysis of News Reports, May 2007 to April 2009, finds that during the two-year period reviewed--
- Concealed handgun permit holders have slain seven law enforcement officers resulting in criminal charges or the suicide of the shooter. All of the killings were committed with guns. An additional three law enforcement officers were injured in these incidents.
- Concealed handgun permit holders have slain at least 44 private citizens resulting in criminal charges or the suicide of the shooter. All but one of the killings were committed with guns. An additional six private citizens were injured in these incidents.
- In six of the 31 incidents (19 percent), the concealed handgun permit holder killed himself, bringing the total fatality count to 57.
VPC Legislative Director Kristen Rand states, “State concealed handgun systems are arming cop-killers and other murderers. It is beyond irrational for Congress to vote to expand the reach of these deadly laws.”
The study offers detailed descriptions of the 31 incidents, which occurred in 15 states. Law enforcement officers were killed in: Florida, Idaho, Ohio (two incidents), and Pennsylvania (two incidents). Private citizens were killed in: Alabama, Colorado, Florida (nine incidents), Idaho, Kentucky, Minnesota, New York, North Carolina (two incidents), Ohio (three incidents), Oklahoma, South Carolina, Tennessee, Utah (two incidents), and Virginia.

Before I could get to it again, The Minneapolis Gun Rights Examiner completed an analysis of this so-called research. John Pierce identifies 4 flaws, much along the cursory analysis I posted above.
And, considering the discussion about the safety of our society as demonstrated by the crime rates of carry permitees, he has a set of current numbers.
"Now … even if we concede all 51 deaths detailed in the VPC report as wrongful deaths, averaging them across the over 6 MILLION permit holders in the United States and taking into account the two year timeframe, we get an average of .00425 per 1,000 per year.
In other words, even if they are 100% correct in their wildly flawed report, they have simply proven that PERMIT HOLDERS COMMIT MURDERS AT A RATE THAT IS 1/10th OF THE GENERAL PUBLIC. (emphasis added by poster)

I've scanned the report and am re-reading it now. Unsurprisingly, it is repleat with the implicit obfuscations conflations, and illogical assumptions for which the VPC is famous.
For example, their "research" really consists only of reporting newspaper accounts, with no apparent attempt to validate the information. Even journalists these days still attempt to validate their information with a second source, and they also do not generally consider their work to be any sort of "research."
The real problem is that the VPC conflates the crimes reported in the newspaper accounts. A preliminary analysis shows that in nominally 50% of the police murders, and at least that percentage of the private citizen fatalities THE PERMIT TO CARRY DID NOT APPARENTLY HAVE ANY BEARING ON THE INCIDENT. IOW, being permitted to carry a (concealed) firearm in public has no bearing on a spouse killing another at home--the proverbial DV situation. A permit to own is different from a permit-to-carry.
Further, several of the incidents involve charges only, with no adjudication yet, and the reporting suggests aggravating circumstances.
So far, then, this report is simply another avocational position--antigun, of course--and appears to provide no validation for its conclusions beyond the implied slippery slope argument.
GIVEN THE FACT THAT THERE ARE NOW PROBABLY WELL OVER A HALF-MILLION LEGALLY-PERMITTED FIREARMS OWNERS, IT IS HARD TO GET EXORCIZED OVER THE BEHAVIOR OF TWENTY-FIVE OF THEM.
It is particularly hard to get exorcized when one considers that, DURING THE SAME PERIOD, FIREARMS WERE USED BY CITIZENS TO PREVENT, STOP, OR END CRIME A MINIMUM OF 900,000 TIMES--AND PERHAPS AS MANY AS FIVE MILLION TIMES. (source: Guncite.com--look it up).

But you have vastly underestimated the number of legally permitted gun owners. The state of Florida has half a million itself. There are close to 3 million HCP holders in the U.S. total, with Wisconsin and Illinois being the only two states that allow no carrying of handguns at all.
And the 3 million number doesn't include those who own guns legally, but keep them at home for protection. That number is estimated at somewhere between 60 - 85 million. When you consider the number of people that own guns legally, the arguments of Brady and VPC really start to fall apart.
You're right, I did a SWAG for the current numbers before I hit the Submit button.
The last number I saw--which I think are from Texas, about ten years ago--suggested that CARRY-PERMIT HOLDERS ARE FIVE TIMES LESS LIKELY TO BE INVOLVED IN ANY ARREST THAN THE GENERAL POPULATION.
Do you have an updated number for that statistic, too? Given the expansion of states and permittees that occured in the last ten years, the liklihood of illegal activity must be even lower.

That estimate varies depending on where you get it from. Only rabid anti-gun doofuses (or is it doofi?) quote a stat that shows the other way. I've seen estimates from 5 to 100 times less likely, depending on the study and state.
It is terrible that these senseless deaths happened. When will America wake up realize the true cost of allowing citizens to carry concealed? I mean, 51 murders out of the approximately 32,000 that happened during the same period? It's obvious that concealed carry permit holders are causing an epidemic. I mean, that's a whopping .1% of total murders.
So wake up America. Focus solely on these 51 tragic examples, and forget about the other 31,949 that were not committed by permit holders. A .1% reduction in crime , nationwide, will make everyone so much safer. Especially the criminals who will be sitting back laughing at us, chasing shadows while they have their way with our society .
If a permit nolder commits a crime , especially whith their concealsed weapon, they should be prosecuted. If found guilty they should go to prison .
But because a small % of concealed carry permitees are said to have committed gun crimes that does not gove reason to change the las. There are going to be bad apples in every barrel. Law of averages.
But as LagerHead pointed out, the concealed carry 'barrel' has not started a concealed carry crime wave of huge proportion. The % of gun crime is much higher higher for those in the general population who do not have concealed carry permits.

Think we could convince them to do a study comparing the rate of CC holders who commit murder to the rate of non-CC holders who commit murder?
I'd love to see that one come from the VPC.
I don't think that's going to happen. If they did that, they would have to focus on the problems that are actually causing the most gun violence in this nation. Namely, gangs, illegal drugs, and illegal immigration , all three of which are often closely linked.
