Personal Choice is Not Harmed by Adding More Choices.

New America Foundation

The number one reason people cite as to why they "choose to go without" is cost.  The entire point of providing free Internet is to eliminate this number one barrier.  Within a country where the necessity of connectivity has grown dramatically over the past decade (and is certain to increase in importance for future generations), equating poverty with "choice" obfuscates the problem.  In places where broadband is freely available, a far higher percentage of people choose to access the Internet -- for those who choose not to, at least cost would no longer be the number one cause of the digital divide.
