John McCain Will Reform The UI System So That A Portion Of Each Worker's Unemployment Insurance Tax Is Deposited Into A Lost Earnings Buffer Account (LEB).
If an individual becomes unemployed, the LEB may be used to cover needed expenses, with a backstop of traditional UI if the account is exhausted before 26 weeks. Workers will have an incentive to preserve their LEB by getting back to work quickly, and may be eligible for a re-employment bonus if they get a new job quickly. The LEB will be portable, and upon retirement, the property of the worker.
John McCain Will Reform Training Programs To Provide Quick Assistance To Workers Seeking New Skills.
Workers will have access to a flexible training account that permits them to pay for training at a community college and use leftover funds to keep their health insurance.
John McCain Will Provide Special, Targeted Assistance For Older Workers.
Because training is often inefficient for older workers, those 55 years of age and older who have built up an LEB will be eligible for a Lost Earnings Supplement. The supplement of up to 50 percent of their earnings loss (up to a maximum of $10,000) for two years will be rewarded for those who find work inside 26 weeks.

You are going to provide retraining? For what? A dishwasher who loses his job? If they wanted an education they would have done it in High School.
A UI fund? Why make exclusions for people 55 or older? It will take 30+ years of steady employment to have that so called account funded. That does not fix anything today or even in the foreseeable future. Perhaps two full generations from now. But then, what will you do with all of that money if the person doesn't lose his/her jobs? This begins to sound more like another tax scheme.
To my dismay, McCain has fallen into the trap of treating the public as if we are all morons. His repeated distortions of what he claims his opponent says, shows a callas disrespect for the general mentality of the public. No one had to distort the comments of Obama to get some point across. I used to have a great respect for McCain and the stands he took in spite of his party affiliation. Now he comes across as desperate. It is truly a shame, for he has demonstrated no respite from the Republican rank and file failures.

I have come to believe that Bush only recently has come to realize the magnitude of his failure to the public and the Republican Party. Even all of his good buddies in the Whitehouse haven been able to continue to insulate him from the consequence of his actions. These times need more decisive actions and directions. Not a repackage of the old party line, and policies. Not these do-nothing fixes that everyone sees as being little more than lip service. McCain used to have my respect for his integrity. It is a shame he has become more intent on just winning the office. The Republican party seems more intent with throwing away their ideals, than changing their policy. It is sad.
