Act Would End Bait and Switch Contract Clauses
Currently, credit card companies can reserve the right to change the terms of a credit card contract at any time and for any, or no, reason. As a result, credit card companies can arbitrarily subject credit cardholders to rising interest rates, even those with perfect credit histories. The Bill of Rights Act would require credit card companies to disclose, up front, the specific reasons for why there would be a change in contract terms.

* clients have the right to terminate such contract under material changes
.
* bait & switch is already illegal . term changing as defined by you here is not bait & switch.
